HSP Monitoring and development of staffing tools: September 2025

Summary
Healthcare Improvement Scotland (HIS) recommends to Scottish Ministers revisions to the staffing tools, prescribed under section 12IJ (3) of the Health and Care (Staffing) (Scotland) Act 2019 (HCSA). These revisions are for:
- Transfer of the Emergency Care Provision Staffing Level Tool from SSTS to SafeCare
- Transfer of the Neonatal Emergency Provision Staffing Level Tool from SSTS to SafeCare
- One Nurse to One Patient Ration Calculation
- Updates to staffing level tools to reflect the 36 hour reduced working week
These recommendations papers to Scottish Ministers were produced by the Healthcare Staffing Programme. They outline a high-level overview of the rationale behind the revisions.
