How national organisations can refer patient safety concerns

Healthcare Improvement Scotland can receive referrals from other national organisations.


If national organisations become aware of potential patient safety or quality of care concerns about a service within NHS Scotland, they can refer it to us for assessment. Other organisations who can refer concerns include:

National partner organisations such as:

  • NHS Education for Scotland
  • Mental Welfare Commission

A regulatory organisation for example:

  • General Medical Council
  • Nursing and Midwifery Council
  • General Dental Council

Our usual assessment process applies to these concerns. This is unless the concerns span the remit of more than one organisation, where we will work together. This is to ensure:

  • the most appropriate and proportionate response
  • to avoid duplication of effort

To refer a concern, please complete our referral template. Include as much information as possible to support our process.
