Mental Health Reform programme background

The Reform programme aims to improve and redesign pathways of care for people with complex health needs.


Included in this is the work around early intervention in psychosis (EIP) and personality disorder (PD).

Early Intervention in Psychosis (EIP) programme

Intervening early, in the right way, can help to improve outcomes for people experiencing a first episode of psychosis.

The aim of the EIP programme was to support people in accessing services quicker. Increasing the likelihood of them getting well and staying well. By supporting health boards to prototype and test new models of EIP services, there are now three new EIP services in Scotland:

  • NHS Dumfries & Galloway
  • NHS Tayside
  • NHS Ayrshire & Arran.

We developed an implementation guide. This will support boards to develop and improve pathways of care for EIP and wider complex mental health. This guide is being tested using the learning and resources from the testing phase.

During phase two, a module was developed with:

  • NHS Education for Scotland
  • ESTEEM service in NHS Greater Glasgow and Clyde
  • EIP Lived Experience Reference Group.

Personality Disorder Improvement Programme (PDIP)

The PDIP supports NHS boards and health and social care partnerships in Scotland to deliver mental health services. The programme helps identify improvement opportunities in relation to service provision for people with a diagnosis of a personality disorder.

Phase one of the PDIP

We worked to understand the current state of provision and access to services for people with a diagnosis of a personality disorder. Findings highlighted significant variation and disparity in provision and access to care and services across Scotland.

Phase two of the PDIP

We aim to build on the findings from phase one. We are currently supporting two health boards to redesign and implement their pathways of care, including using service user feedback and user journey maps to make improvements.

Equality Impact Assessments 

We have completed Equality Impact Assessments for both parts of the complex mental health programme. This highlights key equality issues that were considered and any actions we took in relation to them.
