The report from November 2020 sets out our assessment of whether NHS Lanarkshire’s engagement on the Monklands Replacement Project followed Scottish Government guidance, which requires that NHS boards seek, listen to and act on the views of potentially affected people and communities when proposing changes to services.
It is our view that NHS Lanarkshire has met the expectations set out in our recommendations of 2019.
The conclusion follows a series of assurance activities and a review of evidence gathered after further engagement was undertaken by NHS Lanarkshire. This work included an option appraisal to identify the most suitable location for the project and was carried out in response to recommendations from Healthcare Improvement Scotland and an Independent Review Panel.
Background
In 2019, we reported that NHS Lanarkshire had partially met national guidance during its public consultation on proposals for the refurbishment or replacement of Monklands Hospital and made four recommendations for further engagement. Separately, an Independent Review Panel established by the Cabinet Secretary for Health and Sport published its report in June 2019 and made three recommendations to help restore public confidence in the process.
