National review of group-based child sexual abuse and exploitation and child criminal exploitation
A review into group-based child sexual abuse and exploitation and child criminal exploitation has highlighted challenges with the way key organisations deal with the scale, prevalence, characteristics, and threat of group-based harm.
The review, led by the Care Inspectorate and His Majesty’s Inspectorate of Constabulary in Scotland (HMICS) with Healthcare Improvement Scotland (HIS) and His Majesty’s Inspectorate of Education in Scotland (HMIE), looked at the issues of group-based child sexual abuse and exploitation and child criminal exploitation in Scotland.
Today (Thursday, 3 September 2026) the review was published which highlighted key findings and recommendations that will help strengthen national understanding of the harmful nature of group-based sexual abuse and exploitation of children and young people.
Robbie Pearson, Chief Executive, Healthcare Improvement Scotland, said:
Developing an agreed definition of these harms, supported by consistent data collection, will help build a clearer understanding of their scale and nature and support a more consistent response across Scotland.
The recommendations in this report provide a strong foundation for strengthening strategic oversight, enhancing partnership working and improving the support, protection and outcomes available to children, young people and their families.”
