The Mental Health and Substance Use Protocol programme is commissioned by Scottish Government and is funded until the end of March 2026.
It aims to develop, test and support the implementation of the National Mental Health and Substance Use Protocol. Improving collaboration and outcomes for people with co-occurring conditions.
The Way Ahead: rapid review recommendations
This programme directly supports the recommendations made in the below Scottish Government report. This recommends that mental health and substance use services must work more effectively together.
The review’s first recommendation calls for each area to have an agreed protocol for how these services interface.

Support for NHS boards and health and social care partnerships
We support those delivering metal health and or substance use services in many ways. This includes:
- understanding the current service state and needs
- providing in-depth coaching and improvement support
- engaging with people with lived experience of mental health and substance use
- delivering a learning system
We are currently working within the following NHS boards and health and social care partnerships (HSCPs):
- NHS Forth Valley (Falkirk HSCP and Stirling and Clacks HSCP)
- NHS Tayside (Dundee HSCP, Angus HSCP, and Perth and Kinross HSCP)
- NHS Greater Glasgow and Clyde (Inverclyde HSCP, West Dunbartonshire HSCP and Renfrewshire HSCP)
