Our programme of work will identify and evaluate the pilot services.
Delivery
The Scottish Government has committed to evaluate and consider expansion of the RCDS model in a number of recent publications. This includes:
- the Cancer Action Plan 2023-2026 (2023)
- the NHS Scotland Operational Improvement Plan (2025)
- the Programme for Government 2025-26
- the NHS Recovery Plan 2021-2026 (2021)
Our role
We will undertake a scalability assessment. This will inform Ministerial decisions on whether, or how to, scale pilot services to provide for population level coverage.
We will also review existing service data and conduct additional analysis through engagement with pilot and non-pilot NHS Boards. We will identify implementation requirements, barriers, enablers and opportunities for improvement.
Our work will produce a series of outputs to aid scalability including:
- final scalability assessment report
- service profiles of pilot NHS boards
- implementation resources

Final report will be published in March 2027.
