New user guides published for Healthcare Staffing Programme staffing tools: October 2025

We have published two new staffing tool user guides.
These resources were developed by the Healthcare Staffing Programme.
The guidance consists of:
- Introductory and step by step videos of the tools in action
- New user guides for using each tool.
The tools are:
- Mental Health and Learning Disability Inpatient Nurse Staffing Level Tool – this is set up to enable nursing staff to record information on patient/task type and to calculate a recommended Whole Time Equivalent (rWTE)
- Professional Judgement Tool – this is part of the Common Staffing Method which is the national triangulation process for workforce planning and should be used alongside a staffing level tool
The new Mental Health and Learning Disability Inpatient Nurse Staffing Level Tool will be hosted on the SafeCare platform. This tool should be used alongside the Professional Judgement Tool which is hosted on the Scottish Standard Time System (SSTS) platform.

- Workforce planning lead
- Line manager or equivalent individual
